Create a new image 400x400 px with a white background and create a new layer. Now with the Elliptical Marquee tool draw your Circle to the size you would like your image to be, (if you wish to have a perfect circle, hold SHIFT whilst you draw your circle). Now double click on a brush in your brushes palette to bring up the option and set the Diameter to 27, Hardness to 100, Spacing to 106, Angle 0 and Roundness 100, (you can change these options for different effects).

Now go to the paths palette Windows>Show paths. Now click the to convert the selection to a path. Now click the button in the top right of the palette, and choose "stroke path". Now Select "paintbrush" in the drop down box, and click OK, to get rid of the path right click on "work path" in the paths palette and choose delete path.

Now just resize and duplicate the layer to whatever you want. This effect could make a cool logo etc. If you change the paintrush options you can get lots of different effects, just experiment.

Here I have duplicates it a few times and changes the opacity.

You can also goto Edit>Transform>Perspective and add some cool perspective to your circle of dots.
